Under Public, there was no one wishing to address the board.

Under Commissioner’s Request of Discussion, Mr. Daisy pulled this item until a future meeting.

Under Executive Director’s Report, Mr. Zeringue discussed a breech in the Montegut levee.  The Louisiana Department of Natural Resources has expressed interest to help cost share the section of the levee that has been eroded due to wave action.  The TLCD would like to use in-house equipment and shore up the area with dirt and rock material.

A motion was offered by Commissioner Willis Henry, seconded by Commissioner Moore, motion carried, agreeing to use in-house manpower and equipment to repair this section of the levee, subject to the LA DNR agreeing to fund this repair.

Mr. Zeringue asked the board to authorize Resolution No. 08-436 for additional appropriation of property and provide legal notice on certain tracts for the Upper Ward 7 Levee Project in Chauvin.

A motion was offered by Commissioner Luke, seconded by Commissioner Leward Henry, motion carried, authorizing Resolution No. 08-436 to appropriate additional property for certain tracts along the Upper Ward 7 Levee Project in Chauvin, LA.

Mr. Zeringue briefed the board on the Morganza to the Gulf project.  The Washington, D.C. trip taken two weeks ago has started to show benefit.  There will be an EPW Committee Meeting scheduled.  The TLCD staff has been working with Mike Henry with the Alpine Group trying to pin down answers to questions regarding the reevaluation and why the Environmental Assessment is taking so long and why the USACE is slowing down progress.  The Corps has developed a plan for final plans and specifications for the HNC Lock for 2009, and they are working through the chain. It appears their proposal contains a completed EIS in order for this project to move forward.

Under Engineering Updates, there was nothing to report.

Under President’s Report, Mr. Alford spoke about Governor Jindal’s visit along with Garret Graves (Governor’s Office of Coastal Activities).  He spoke of encouraging news from the Governor and his staff.  They assured of continued progress and the commitment from both the Governor’s office as well as the office of the new Terrebonne Parish President, Michel Claudet.  Everyone expressed the desire to move forward to build this project.
