Planning & Projects Committee Meeting

July 2, 2007

 

Chairman Buddy Daisy called the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District to order at 6:33 o’clock P.M. at the Houma-Terrebonne Airport Commission Building located at 220 Clendenning Road, Houma, Louisiana.

 

Upon roll call by Angela Rains, Commissioners recorded present were Mr. Alford, Mr. Talbot, Mr. Leward Henry, Mr. Willis Henry, Ms. Teuton, Mr. Moore, Ms. Dillard, Mr. Luke and Mr. Daisy.  

 

Under Public, there was no one wishing to address the Board.

 

Under Executive Director’s Report, Mr. Zeringue discussed the TPCG Council’s Public Services Committee action on June 11, 2007, as it pertains to the culverts on Glynn Trahan’s property along Ward 7 Levee.

 

Mr. Zeringue asked the Board to consider authorizing Morris P. Hebert Task Order MPH-04 Amendment No. 5 for additional research for the Pointe-Aux-Chene Floodgate on the Lafourche side, to be funded with Capital Outlay monies in the amount of $5,230.00.

 

Motion of Commissioner Talbot, seconded by Commissioner Willis Henry, motion carried, to authorize Morris P. Keith Meyer with Evans-Graves Engineers, Inc. gave an updated on the Pointe-Aux-Chene Floodgate project.

 

Phil Schexnayder with GSE Associates, Inc. reported on the Montegut Structure and Levee Repair (TE-01). The cut in the levee has been closed and final inspection is due to be performed on July 3, 2007.

 

Mr. Schexnayder reported on the Morganza to the Gulf Reach J Segment 2 Project, after consulting with TLCD, T. Baker Smith, and other pertinent parties, GSE has come up with a constructible and affordable levee whose design could be completed in half the time of the original intended levee.  GSE is waiting on Eustis Engineering to provide a construction template to begin.

 

Jeff Pena with Shaw Coastal, Inc. reported on the Barrier Plan Reach II.  He asked the Board to approve Change Order No. 8 – Final Recap for this project.

 

Motion of Commissioner Willis Henry, seconded by Commissioner Leward Henry, motion carried, to approve the Final Change Order No. 8 for the Bayou Black Levee and Pump Station Phase I Reach II, a reduction of $11,152.56.

 

Mr. Pena presented the Board with a slide presentation on the Upper portion of the Ward 7 Levee Reconstruction Project.  The plans and specifications for construction north of Bayou Neuff station will be completed upon receipt of information from Eustis Engineering.

 

On the Lower portion of the Ward 7 Levee project, Contractor has begun clearing and grubbing of alternative alignment.  The Contractor will have a short section up to elevation 8.0 ft. shortly.  Contract end date is August 10, 2007.

 

On the Reach H Segment 3 First Lift project, Gulf South has submitted the construction cost estimate and reimbursement agreement on May 17, 2007. It is currently being reviewed for the removal and relocation of the 16” pipeline.

 

On the Reach H Permitting, several landowners have requested more time and information concerning their options with regards to their land and mitigation being proposed as a result of the impact from the Reach H Levee project.  LADNR and CMD plan to submit a formal letter advising the TLCD of these requests soon after the notice expires. 

 

David Boudreaux with T. Baker Smith, Inc. reported on the 4-3C West Forced Drainage Project.  Mr. Boudreaux asked the Board for approval of Change Order No. 2 for Time Only for this project.

 

Motion of Willis Henry, seconded by Commissioner Talbot, motion carried, to approve Change Order No. 2 for Forced Drainage 4-3C West Project for Time Only.

On the Reach J-1 Levee and Floodwall project, Contract A – the Contractor is preparing for the second lift to on site material.  Contractor is preparing to begin final lift on compacted levee section.  Contractor is on schedule.  On J-1 Floodwall, the construction contract is currently suspended.  TBS is currently preparing a report to determine if a 10’ elevation levee can be handled by the pipeline.  If so, the existing contract will be terminated and a levee will be constructed over the pipeline as part of J-1 Levee Contract A.  TBS is working with Williams Pipeline to provide a solution in order to the TLCD to construct the interim levee.

 

On the MTG Program Management Services contract, TBS reviewed the 50% design deliverable and offered comments to Shaw Coastal on behalf of the TLCD.  These comments should be resolved in the month of July with the final deliverable soon to follow.  TBS worked with TLCD staff to prepare a crediting package for Levee Reach J-1.  TBS and TLCD staff spent time in Baton Rouge at the State Legislature working on capital outlay requests, additional funding requests, and CIAP funding for the HNC lock.  TBS worked with TLCD staff on the notice of intent to file suit by the Save Our Wetlands organization.

 

Under President’s Report, Mr. Alford spoke on behalf of the Levee District in regards to funding and current projects.

 

There being no further business to come before the Board, it was moved by Commissioner Willis Henry, seconded by Commissioner Moore, unanimously carried, to adjourn the July 2, 2007 Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at 7:45 o’clock P.M.
