Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at the TLCD Office located at 220 Clendenning Road, Houma, Louisiana, on June 2, 2008 at 6:30 o’clock P.M.

 

Upon roll call by Angela Rains, Commissioners recorded present were Mr. Alford, Mr. Daisy, Ms. Dillard, Mr. Leward Henry, Mr. Willis Henry, Mr. Luke, Mr. Moore, and Mr. Talbot and Ms. Teuton.

 

Under Public Wishing to address the Board, Mr. Reggie Bourg spoke of some geotechnical issues pertaining to Reach J-2 of the Morganza to the Gulf Hurricane Protection Project. 

 

Under Executive Director’s Report, Mr. Curole thanked the board for the opportunity to work with Terrebonne.  He commended the staff and Program Manager for the support they have provided the past few weeks.

 

Mr. Curole asked the Board for approval of Resolution No. 08-442 authorizing the Intergovernmental Agreement No. 2503-09-81 with the Department of Natural Resources for the Chabert Hospital Levee.

 

A motion was offered by Commissioner Alford, seconded by Commissioner Leward Henry, to approve Resolution No. 08-442, subject to legal review of the indemnification agreement. 

 

Mr. Curole requested that the board award the contract for engineering and design work for the Chabert Hospital Levee.  Mr. Moore expressed the desire to negotiate with several engineering firms for the scope as well as the costs associated with this award.

 

A motion was offered by Commissioner Moore, seconded by Commissioner Alford, motion carried, authorizing TLCD administration to begin the Request For Proposal process to negotiate with the engineering firms for these services.

 

Mr. Curole presented the board with a presentation of some fencing work needed for Reach J-1 Levee and Floodwall.

 

A motion was offered by Commissioner Luke, seconded by Commissioner Moore, motion carried, to authorize TLCD administration to seek proposals to install some fencing along Reach J-1 Levee.

 

Mr. Curole presented the board with a slide show presentation of some pipeline crossings and related issues at the South Lafourche Levee District.

 

Mr. Curole requested the Board to award the contract for engineering and design of the Bush Canal Floodgate.  Mr. Hilary Thibodaux briefed the Board on the status of design of this structure.  Further deliberations of the board are required.

 

Mr. Curole gave a brief presentation on the Morganza to the Gulf Hurricane Protection Project.   The Louisiana Coastal Protection and Restoration Authority is seeking public input to help determine which coastal restoration and hurricane protection projects will receive additional funding from the State’s budget surplus of $300 million.

 

A motion was offered by Commissioner Talbot, seconded by Commissioner Luke, motion carried, to send an email on behalf of the Terrebonne Levee and Conservation District to the LA CPRA requesting additional funds for Terrebonne Parish coastal restoration and protection projects.

 

Under Field Superintendent’s Report, Ms. Rains presented the report at Mr. Gautreaux’s request.  The TLCD crew has hauled approximately 13,640 cubic yards of dirt material currently stockpiled along the Lower Ward 7 Levee. 

 

The crews are currently performing routine repairs and maintenance within the levee system throughout the parish.  The TLCD Spud Barge #1 has been mobilized at the LeBoeuf Coatings yard to be sandblasted and painted.  Road repair work has begun by the LA DOTD for the southern end of Hwy 665 along Reach J-1 Levee Project.

 

Mr. Gautreaux has obtained a telephone quote for budgeting purposes for sand blasting and painting the sheet pile material along the Little Caillou Floodgate.  The preliminary estimate amounted to $147,000.00 and will be considered by the board for action in the summer of 2009.  Mr. Gautreaux also would like to perform the same maintenance work along the Lower Dularge area in the fall of 2009.

Mr. Stephen Smith, Program Manager, presented the report from Evans-Graves on behalf of Keith Meyer.  The 50% design has been submitted to the USACE and Evans-Graves is waiting on a few outstanding issues pertaining to geotechnical items.  The TLCD, Evans-Graves, and the TLCD Program Manager are currently working on addressing the DNR mitigation land ownership concerns pertaining to the Coastal Use Permit.

 

A motion was offered by Commissioner Alford, unaniminously seconded, to authorize Administration and Program Manager to move forward with the design of the Pointe-Aux-Chenes tie in levees to build these levees as expeditiously as possible, cognizant of the design standards expressed by the Corps, but with the goal of building the first lift, as well as what has been noted to be Reach J-3, as soon as possible, with the dollars available.

 

Mr. Phil Schexnayder reported on the Reach J-2 project.  GSE submitted the Preliminary Plans and Specifications, as well as the 40% design document report the USACE.  GSE has begun to receive comments from the USACE and is currently preparing responses to those comments.  The TLCD has authorized the permitting and right of way process.

 

Mr. Jim Geihsler with Shaw Coastal, Inc. presented the board with a slide presentation on the Upper Ward 7 Levee. 

 

Mr. Geihsler asked the board to approve Change Order No. 8 for Civil Construction for five (5) additional work days for the Upper Ward 7 Levee Reconstruction Project.  At the request of the Board, this matter was deferred until a later date pending further research by TLCD Legal.

 

Mr. Geihsler asked the board to approve Amendment No. 9 to Shaw’s Engineering contract for the Ward 7 Levee Construction in the amount of $18,492.00, to account for additional construction inspection due to contractor not completing construction as scheduled.

On Reach H Segment 3 First Lift (H-L-003), Mr. Geihsler asked the board to approve Amendment No. 7 in the amount of $11,228.00 for Engineering services to provide documentation and opinion for property appropriations.  At the request of TLCD staff, this amendment was deferred until a later date.

 

Mr. Jim Geihsler asked for approval of Amendment No. 12 in the amount of $24,684.00 for the Lower Bayou Dularge Mitigation Project to renew the monitoring services contract.

 

A motion was offered by Commissioner Leward Henry, seconded by Commissioner Alford, motion carried, to approve Amendment No. 12 in the amount of $24,684.00 for the Lower Bayou Dularge Mitigation Project to renew the monitoring services contract.

 

Mr. Tyler Ortego presented the board with a presentation and update on the Upper Ward 7 Mitigation Project.  He will have the 50% submittal by June 19 and will present a budget for this project at that time.

 

Mr. Stephen Smith of T. Baker Smith gave an update on Reach J-1A of the MTG.  He asked the board to accept Substantial Completion on the Reach J-1 Segment A of the Morganza to the Gulf Hurricane Protection Project.

 

A motion was offered by Commissioner Moore, seconded by Commissioner Talbot, motion carried, to accept substantial completion on the Reach J-1 Segment A of the Morganza to the Gulf Hurricane Protection Project.

 

Mr. Smith gave an update on the Program Manager Services contract. TBS and TLCD representatives traveled to Washington, D.C. in May 2008, along with representatives of the Chamber of Commerce, TEDA, and Terrebonne Parish Council.  They met with the staff of the House Transportation and Infrastructure Committees and with personnel from the Corps of Engineers headquarters.  Mr. Smith also accompanied Windell Curole and Jerome Zeringue to a presentation by the Lake Pontchartrain Basin Foundation (LPBF) on an alternative levee alignment for the Morganza to the Gulf Project area which is farther north in the basin than the current alignment.  The Corps organized this presentation because they are considering this alternative in the entire project re-evaluation.

 

Under President’s Report, Mr. Alford spoke of the commitment to retain an open line of communication between all agencies involved to better protect the citizens of Terrebonne Parish.
