Planning & Projects Committee Meeting

Chairman Buddy Daisy called the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District to order at 6:33 o’clock P.M. at the Houma-Terrebonne Airport Commission Building located at 220 Clendenning Road, Houma, Louisiana.

 

Upon roll call by Angela Rains, Commissioners recorded present were Mr. Alford, Mr. Talbot, Mr. Leward Henry, Mr. Willis Henry, Ms. Teuton, Mr. Moore, Ms. Dillard, and Mr. Daisy.   Mr. Luke is recorded as absent.

 

Under Public wishing to address the Board, Reggie Bourg addressed the Board regarding the Ward 7 horseshoe.

 

Under Executive Director’s Report, Mr. Zeringue addressed the issue of pump malfunction at the Humble Canal Floodgate.  Several options are under advisement to remedy the problem.  Mr. Zeringue also provided the Board with an update for the Morganza to the Gulf Project.

 

Jack Morgan with Evans-Graves Engineers, Inc. reported they are working on the first lift of the Pointe-Aux-Chene floodgate project.  They are in the process of finalizing the joint permit on the project.  Several property ownerships still need to be acquired on the Lafourche side of the project.

 

Phil Schexnayder with GSE Associates, Inc. reported on the Montegut Structure and Levee Repair (TE-01).  The contractor has started to close in the access cut into the levee.  GSE is requesting the Board to authorize Change Order No. 6 in the amount of $415,954.00 for the construction of a 100’ steel bulkhead to close the cut.  DNR has concurred with this change order.

 

Motion of Commissioner Talbot, seconded by Commissioner Moore, motion carried, to approve Change Order No. 6 in the amount of $145,954.00 for the construction of a 100’ steel bulkhead on the Montegut Wetlands Project (TE-01).

 

Mr. Schexnayder reported on the Morganza to the Gulf Reach J Segment 2 Project.  GSE met with the soils consultant.  The project is back on schedule.

 

Brian Kendrick with MPH, Inc. reported on the Lower Petit Caillou Levee Reconstruction Project (TE-07).  The Grillot/Bertucci construction contract is complete, except for the final payment.  MPH is waiting on the TLCD to perform additional marsh creation.  The final planting and monitoring plan will be initiated upon completion of construction.

 

On the Morganza to the Gulf PAC Reach J-1 project, all tasks are complete with the exception of appraisals on tracts of land near the marina.  MPH is waiting on a map being prepared by Evans-Graves Engineers, Inc.

 

Hilary Thibodeaux with Shaw Coastal, Inc. reported on the Bayou Black Levee and Pump Station Project, the 45 day clear lien period expired on May 31, 2007.

 

Mr. Thibodeaux asked the Board to authorize execution of the Mitigation Contract with Gremillion Land Management Company in the amount of $76,500.00 for the Ward 7 Levee.

 

Commissioner Luke is noted as entering the proceedings at 7:07 P.M.

 

Motion of Commissioner Leward Henry, seconded by Commissioner Alford, motion carried, to authorize the execution of the Mitigation Contract with Gremillion Land Management Company in the amount of $76,500.00 for the Ward 7 Levee.

 

Jim Geihsler with SCI made a presentation to the Board on the Ward 7 Levee Reconstruction Project.

 

Motion of Commissioner Leward Henry, seconded by Commissioner Alford, motion carried, to issue a Notice to Proceed for Civil Construction Additive Alternate pertaining to earthen work along Bayou Neuff to Denbury site along the Ward 7 Levee (pending appropriation of the rights of way).

 

On the Reach H, Segment 3 First Lift (H-L-003), Gulf South Pipeline has submitted a copy of the construction cost estimate and reimbursement agreement on May 17, 2007.  It is being reviewed for the removal and relocation of the 16” pipeline.

On Reach H-3 Permitting, landowner notice of mitigation options will expire on May 2, 2007.  LADNR and CMD has verbally advised that several landowners would like more time and information concerning their options with regards to their land and the mitigation being proposed as a result of the impacts from the Reach H levee project.  LADNR and CMD plan to submit a formal letter advising the TLCD of these requests soon after the notice expires.  A timely coordination with the landowners will be needed to address their comments before the Coastal Use Permit will be issued by LADNR and CMD which in turn will release the issuance of the COE permit.

 

Matt Sevier with Shaw Coastal, Inc. reported to Board after conducting a Phase I Environmental Site Assessment of the property located at 220 Clendenning Road for the investigation of proposed purchase of said property.  Some asbestos has been noted during this assessment.  Mr. Sevier also addressed other issues noted during the assessment.

 

David Boudreaux with T. Baker Smith, Inc. reported on the 4-3C West Forced Drainage Project.  The contractor has completed the second lift of the new levee located on the west side of the island.  The contractor is remobilizing to the east side of the island in order to complete the project.  The contractor is on schedule to complete the project on time.

 

On the Ward 7 Levee Reconstruction Project, Contracts 1 and 2 are both in clear lien period.  The contractor is currently performing items on the punch list.

 

On the Reach J-1 Levee and Floodwall project, Contract A contractor is preparing for the second lift to onsite material.  The contractor is preparing to begin the final lift on the compacted levee section.  Work is progressing and the contractor is on schedule.  Contract B is complete.  The contractor has completed planting marsh plants.  On the J-1 Floodwall, the construction contract is currently suspended.  TBS is preparing a report to determine if a 10’ elevation can be handled by the pipeline.  If so, the existing contract will be terminated and a levee will be constructed over the pipeline as part of J-1 Levee Contract A.  TBS is working with Williams Pipeline to provide a solution in order for the TLCD to construct the interim levee.  TBS and TLCD representatives traveled to Washington, DC to lobby for passage of WRDA.  The Act passed the Senate and hopes are high for the final passage sometime during the summer.

 

On the MTG Program Management Services contract, TBS worked on a crediting package for Reach J-1.  The is the first crediting package to be submitted for the Morganza Project.  TBS also assisted the TLCD in negotiating a Scope of Work to do the appraisals necessary for H-3.  These appraisals should be complete in June or July 2007.

 

Under President’s Report, Mr. Alford reported on a meeting he attended with personnel from LeBoeuf Brothers Towing.

 

There being no further business to come before the Board, it was moved by Commissioner Leward Henry, seconded by Commissioner Moore, unanimously carried, to adjourn the June 4, 2007 Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at 8:00 o’clock P.M.
