Planning & Projects Meeting

Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at 220 Clendenning Road, Houma, Louisiana, on November 5, 2007, at 6:08 o’clock.

 

Upon roll call by Angela Rains, Commissioners recorded present were Mr. Talbot, Mr. Leward Henry, Mr. Willis Henry, Ms. Teuton, Mr. Moore, Ms. Dillard, Mr. Luke and Mr. Daisy.  Mr. Alford and Ms. Dillard were recorded as absent.

 

Under Public, there was no one wishing to address the board.

 

Under Executive Director’s Report, Mr. Zeringue discussed the proposal to evaluate the Environmental Water Control Structure for the Houma Navigation Canal Interim Storm Protection.  He requested that a contract be entered into with Terrebonne Parish in the amount of $20,000.00.

 

A motion was offered by Commissioner Moore, seconded by Commissioner Willis Henry, motion carried, to authorize the TLCD to enter into an agreement with Terrebonne Parish in the amount of $20,000.00.

 

Mr. Zeringue briefed the Board on a WRDA update for the Morganza to the Gulf Hurricane Protection Project.  President Bush vetoed the WRDA bill and all indication is that the state and federal delegation will override this veto and he feels confident that this bill will be passed.

 

Field Superintendent Greg Gautreaux provided an update of in-house projects along Lower Ward 7 Levee.  To date, the staff has placed 33,000 cubic yards, with approximately 10,000 yards stockpiled at Victory Street.  They have approximately 6,500 yards left to stockpile before they can begin placing the dirt along the levee.

 

Keith Meyer with Evans-Graves Engineers, Inc. gave an update on the Pointe-Aux-Chenes First Lift Levee System.  The 50% plans and specs have been delivered to DOTD and Evans-Graves received confirmation today and DOTD has submitted their comments on the Dr. Checks program.  The review by the Corps is still ongoing.  Additional information was requested and the Corps has not completed the review.  Involving the DNR Permit, last Friday, the DNR issued a joint public notice by CMD, DEQ, and USACE indicating that it will be on public notice beginning tomorrow.  The public will have twenty-five days to comment on the public notice.  The CMD requested additional information concerning this permit application and Evans-Graves is working on addressing these comments. 

 

Phil Schexnayder with GSE Associates, Inc. provided an update on the Morganza to the Gulf Reach J-2.  The Engineering Contract has been submitted for review to TLCD, the State and the Corps.  GSE has started calculating material quantities for the levee design.

 

Mr. Zeringue asked the board to approve contract J-L-002C for GSE Associates, Inc.

 

A motion was offered by Commissioner Moore, seconded by Commissioner Talbot, to authorize the execution of the J-L-002C with GSE for the Reach J-2 Project, subject to review by TLCD Board Attorney James Dagate.

 

Mark Acosta with Morris P. Hebert, Inc. reported on the Lower Petit Caillou Levee Reconstruction Project.  MPH is waiting for the TLCD to perform additional marsh creation.  For the First Lift Levee System in Pointe-Aux-Chenes, MPH is waiting on a map from Evans-Graves.  Evans-Graves is waiting for the 50% design to be completed before a map can be provided.

 

Mr. Zeringue asked the board to approve Amendment No. 7 to MPH-04 in the amount of $9,150.00 for preparation of title opinions for the affected land in Lafourche Parish.

 

A motion was offered by Commissioner Willis Henry, seconded by Commissioner Talbot, motion carried, to approve Amendment No. 7 to MPH-04 in the amount of $9,150.00 for preparation of title opinions for the affected land in Lafourche Parish.

 

Jeff Pena with Shaw Coastal, Inc. reported on the Lower Bayou Dularge Mitigation Plan Implementation Project.  Shaw continues to collect data.  The 2006-2007 Annual Report for this project is being finalized.

 

Mr. Pena presented the Board with a slide presentation and update on Reach H-3 First Lift Project and the Permitting for Reach H-3.  

 

On the Ward 7 Levee Project Inspection for the Lashbrook Pump Station to Bayou Neuf Pump Station, the contractor indicated he would not have completed that portion of the project by the October 30, 2007 end date.

David Boudreaux with T. Baker Smith, Inc. reported on the 4-3C West Forced Drainage Project.  He requested permission to authorize Consolidated Waterworks District No. 1 to lower an asbestos concrete waterline at a cost of $6,694.00.

 

A motion was offered by Commissioner Willis Henry, seconded by Commissioner Talbot, motion carried, to authorize Consolidated Waterworks District No. 1 to lower an asbestos concrete waterline at a cost of $6,694.00.

 

Mr. Boudreaux requested approval of Change Order No. 4 for a decrease of $49,492.14 for the 4-3C West Project.  The contractor has had a significant under run and there is not a need to haul in as much dirt.  Extra culverts were added to allow more water to flow to the pump station, and still have a reduction of $49,000.00.

 

A motion was offered by Commissioner Talbot, seconded by Commissioner Luke, motion carried, to approve Change Order No. 4 for a decrease of $49,492.14 for the 4-3C West Project. 

 

Mr. Boudreaux asked for the acceptance of the Substantial Completion and Punch List Approval for the 4-3C West Project.  On October 3, a substantial completion site visit was held and T. Baker Smith accepted this project as substantially complete.  As of this date, there is a 95% completion.

 

A motion was offered by Commissioner Teuton, seconded by Commissioner Moore, motion carried, to accept the Substantial Completion and Punch List for the 4-3C West Project.

 

In regards to the Lower Ward 7 5-1A Project, T. Baker Smith, Inc. provided a report that shows the important dates for this project, with an amount that can be assessed for liquidated damages on Civil Construction Contractors for being in default of the contract. 

 

Mr. Boudreaux asked for approval of Engineering Amendment No. 1 in the amount of $22,420.50 for costs incurred by T. Baker Smith from time overruns on the Lower Ward 7 Project.  These overruns would be paid from any potential liquidated damages against Civil.

 

Commissioner Luke asked Board Attorney James Dagate for further research on this matter concerning Civil Construction before any action would be taken.

 

Mr. Boudreaux reported on the Reach J-1 Levee Project.  He reported that the actual completion time of Low Land Construction is December 31, 2007.  Low Land is stockpiling material and will begin hauling.  They will continue to move dirt, and perform additional grading, shading, and planting.  Work should be complete by the end of the original anticipated completion time.

 

Under President’s Report, Mr. Alford was absent.

 

There being no further business to come before the Board, it was moved by Commissioner Leward Henry, seconded by Commissioner Talbot, motion carried, to adjourn the November 5, 2007 Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at 7:30 o’clock P.M.
