Planning & Projects Meeting

September 10, 2007

 

 

Chairman Buddy Daisy called to order the Planning & Projects Committee Meeting of the Terrebonne Levee and Conservation District at 220 Clendenning Road, Houma, Louisiana, on September 10, 2007, at 6:23 o’clock.

 

Upon roll call by Angela Rains, Commissioners recorded present were Mr. Talbot, Mr. Leward Henry, Mr. Willis Henry, Ms. Teuton, Mr. Moore, Ms. Dillard, Mr. Luke and Mr. Daisy.  Mr. Alford was recorded as absent.

 

Under Public, there was no one wishing to address the board.

 

Under Executive Director’s Report, Mr. Zeringue asked the board to consider additional geotechnical work for Reach H-3 by authorizing EUSTIS-07, with an estimated cost of $8,400.00.

 

A motion was offered by Commissioner Luke, seconded by Commissioner Willis Henry, to authorize additional geotechnical work in EUSTIS-07, with an estimated cost of $8,400.00 for Reach H-3.

 

Mr. Zeringue briefed the Board on WRDA update for the Morganza to the Gulf Hurricane Protection Project.

 

Field Superintendent Greg Gautreaux provided an update of in-house projects along Lower Ward 7 Levee.

 

Jack Morgan with Evans-Graves Engineers, Inc. gave an update on the Pointe-Aux-Chenes Floodgate project.  There are ongoing efforts with landowners on the Lafourche side of the first lift levee system.  Coordination is ongoing with Morris P. Hebert, Inc. 

 

Phil Schexnayder with GSE Associates, Inc. provided an update on the Montegut Wetlands TE-01 Project and the Morganza Reach J-2 Project.

 

Mr. John Spiece with Morris Hebert, Inc. reported on the Pointe-aux-Chenes Floodgate and the status of the First Lift Levee System.

 

Jeff Pena with Shaw Coastal, Inc. reported on the Barrier Plan Reach II. 

 

Mr. Pena presented the Board with a slide presentation and update on Reach H-3 First Lift Project and the Permitting for Reach H-3.

 

On the Ward 7 Levee Project Lashbrook to Bayou Neuff Pump Station, the monthly construction meeting was held on August 22, 2007, and a Notice to Proceed for Additive Alternate No. 1 was issued.

 

David Boudreaux with T. Baker Smith, Inc. reported on the 4-3C West Forced Drainage Project.  Mr. Boudreaux requested the board consider authorizing Change Order No. 3 with Low Land Construction to install a culvert and Sluice Gate for this project in an amount of $35,500.00 and 15 additional contract days.for this project.

 

A motion was offered by Commissioner Willis Henry, seconded by Commissioner Talbot, motion carried, to authorize Change Order No. 3 for the 4-3C West Project in an amount not to exceed $35,500.00 and 15 calendar days to the contract with Low Land Construction Company.  Commissioners Luke and Daisy voted against the motion. 

 

On the 4-3C West Project, the contractor has completed lifting the elevation of the boat launch and surrounding areas.  The channel connecting the west side to the east side has been cleared and excavated.  The plug on the north end of the project should be completed by the September 10, 2007, and the culvert under the road should also be cleaned out.  This will make the project about 95% complete with only final cleanup remaining.

 

 

Mr. Boudreaux reported on the Reach J-1 Levee and the location of the Discovery Gas Pipeline.  He requested the board approve the method of relocating the pipeline as offered by Discovery Williams.

 

A motion was offered by Commissioner Teuton, seconded by Commissioner Talbot, motion carried, to approve direct contact method of relocating a pipeline for the Reach J-1 Segment A Levee as designed by Discovery Williams.

 

On the Morganza to the Gulf Program Management Services contract, TBS assisted the TLCD in several ways.  A meeting was held with Dr. Woody Gagliano to review the project, which appeared to give him a greater appreciation of the project and the issues faced.  TBS and TLCD met with representatives of the Lake Pontchartrain Basin Foundation and Coalition to Restore Coastal Louisiana.  As with Dr. Gagliano, these organizations appeared to have a greater appreciation for the project and issues at hand.  TBS worked with TLCD to update the MTG 5-year budget based on revised project schedules and estimated costs.

 

 

On the Morganza Reach J-1 Levee, Mr. Boudreaux requested the Change Order No. 2 for additional fill material for the pipeline crossing to be placed on the next Regular Meeting Agenda.
